Management state and needs of regional protected areas in the North-West Russia has been assessed in a cooperative Finnish-Russian project
Metsähallitus has, together with Russian nature conservation authorities and public organisations, implemented the project “Development of the Regional Protected Areas in North-West Russia”. The overall aim of the project was to improve general functioning and management of RPAs and to promote networking of PAs in the North-West Russia and in Finland.
As part of the project, management state and developmental needs of regional protected areas were assessed by using Management Effectiveness Tracking Tool (METT) method developed by WWF and World Bank. The assessment was carried out by the protected area managers together with representatives of scientific institutions and nature conservation organisations. The established cooperation and information exchange between different actors and administrative organisations were the most important results of the project. The assessment report also contains new information on the coverage of regional protected areas’ network, strengths and weaknesses of regional protected areas management, threats towards protected areas as well as the most important developmental needs.
Six administrative subjects of the Russian Federation participated into the project and the assessment: Regions of Arkhangelsk, Vologda, Leningrad and Murmansk, Republic of Karelia and St. Petersburg. Executive partner of the project was Baltic Fund for Nature of St. Petersburg Naturalist Society (BFN). The project was financed by the Finnish Ministry of the Environment under the nature conservation component of the North-West Russia Development Programme, and implemented by the Finnish Environment Insititute (SYKE).
The assessment report has been published in the web page of Metsähallitus in English (Series A 189) and in Russian (Series A 190), and can be downloaded from
